Als der Gouverneur von Tokyo ermordet wird, soll der ehemalige CIA-Agent Travis Hunter die verantwortlichen Terroristen zur Strecke bringen. Schnell findet er heraus, dass der Mord an dem Gouverneur Teil eines undurchdringlichen Netzes aus Korruption und Gewalt ist, denn Hunter hat den Plan eines ehrgeizigen Yakuza-Bosses aufgedeckt, der gemeinsam mit der chinesischen Mafia ein mächtiges Drogenkartell aufbauen will.
