In den 20er Jahren hatten die Japaner weite Teile Chinas besetzt. Der junge Shan ( Bruce Lee ) arbeitet als Geheimagent für General Hang Wo. Er wird von dem ehrgezigen General nach Tientsin geschickt, wo er versuchen soll, Zugang zu den als geheim geltenden Aufmarschplänen der Japaner zu bekommen. Doch die gegnerische Seite weiß Bescheid, und schickt ihren besten Agenten, doch auch die eigene Seite schickt noch eine Agentin los . . .
